Germany\u2019s grid fee rebates for large consumers with steady offtake \u2014 worth around 1.5 billion euros in 2024 \u2014 have for decades made industrial demand response virtually impossible. With the Bundesnetzagentur announcing a reform, a policy window has opened. For transmission operator TenneT, we analyzed the problems and objectives of the current rebate scheme, laid out the trade-offs, and developed two reform directions: cost-reflective network charges in the long run and, in the short run, a purely volume-based, regionally differentiated rebate that abolishes the 7,000-hour requirement.
