With the Bundesnetzagentur announcing a reform, a policy window has opened. For transmission operator TenneT, we analyzed the problems and objectives of the current rebate scheme, laid out the trade-offs, and developed two reform directions: cost-reflective network charges in the long run and, in the short run, a purely volume-based, regionally differentiated rebate that abolishes the 7,000-hour requirement.
