We evaluated Germany’s renewable energy auctions under the EEG and the Offshore Wind Act and assessed reform options on behalf of the economics ministry. Navigant led the consortium with Consentec, Fraunhofer ISI, ZSW, Takon, and BBG. Neon contributed analyses of bidding behavior, system-friendly wind power, and locational signals. A key finding: most benefits of low wind speed turbines — higher market value, lower forecast errors — are already internalized through the market premium and imbalance responsibility, so we advised against explicit support for high full-load hours.
