Using instead of curtailing

Large amounts of wind power are curtailed in Germany due to grid congestion, while the associated costs burden electricity consumers. We supported Agora Energiewende, Germany’s leading energy think tank, on electricity market design and developed a proposal to use rather than curtail surplus wind power: reducing network charges locally during high-wind hours gives flexible consumers in wind-rich regions an incentive to align their consumption with local supply, relieving transmission congestion without a bidding zone split.
