With the beginning of the 2020s, electric vehicle deployment finally took off, and public charging infrastructure had to scale up quickly — yet there was widespread disagreement on how to organize it. For the Berlin-based think tank Agora Verkehrswende, we partnered with Consentec to develop a market design for public charging. Our analyses showed that the bulk of public charging is best delivered by high-power chargers (50–350 kW) at everyday locations such as supermarkets, retail stores, and restaurants. Since there is no fundamental economic reason why charging should not be organized competitively, we advised against DSOs operating charging points and against municipalities granting exclusive rights to individual providers.
