Germany’s uniform bidding zone makes the wholesale market blind to grid congestion: dispatch decisions must be corrected through costly redispatch, cross-border trade is distorted, and fast-reacting flexibility such as batteries can create congestion that grid operators struggle to manage. For Hannover’s utility Enercity, we delivered a study on the pros and cons of uniform, zonal, and nodal pricing. Regional prices would make congestion visible in dispatch and investment decisions; distributional effects are modest and manageable, so we recommend their introduction.
